Le gouvernement est parfois appelé à statuer seul sur une demande de permis541. Par ailleurs, il intervient comme autorité de recours des décisions rendues soit par le collège échevinal, soit par le fonctionnaire délégué542 et il est compétent pour accorder des dérogations aux plans d'aménagement, aux règlements d'urbanisme et aux permis de lotir543.
Le gouvernement est également responsable de l'élaboration du schéma de développement de l'espace régional et des modifications des plans de secteur544.
Il assume encore une série de missions découlant du CWATUP, telles que la désignation des fonctionnaires délégués (v. l'art.3 du CWATUP), la rédaction d'un rapport destiné au parlement (v. l'art.2 du CWATUP) ou l'approbation des schémas de structure communaux et des PCA.
En réalité, ces missions sont exercées par le ministre qui a l'aménagement du territoire et l'urbanisme dans ses attributions, en vertu d'un arrêté répartissant les compétences entre les divers ministres wallons. On remarquera cependant que, actuellement, aussi curieux que cela puisse paraître, le ministre de l'aménagement du territoire et de l'urbanisme ne dispose pas de la compétence en matière de protection du patrimoine (monuments et sites), dévolue au à un autre ministre. Il arrive donc fréquemment que deux ministres soient amenés à marquer leur accord sur un même projet.
