Les Chambres ont adopté et Nous sanctionnons ce qui suit :
Article 1er. La présente loi règle une matière visée à l'article 78 de la Constitution.
Art. 2. L'article 3 de la loi du 5 avril 1995 portant réouverture des délais d'introduction des demandes visant à obtenir les statuts de reconnaissance nationale en faveur des réfractaires et des déportés pour le travail obligatoire de la guerre 1940-1945, est remplacé comme suit :
Art. 3. Le ministre qui a la compétence des victimes de la guerre dans ses attributions statute, en dernier ressort, sur les demandes introduites en reconnaissance des statuts visé à l'article 1er, sur base d'un dossier instruit par le service des victimes de la guerre, sans préjudice du droit de révision prévu par l'article 4 de la loi du 24 juillet 1952 relative à la procédure en matière de statuts des résistants civils et des réfractaires, des déportés pour le travail obligatoire de la guerre 1940-1945, des étrangers prisonniers politiques et de leurs ayants droit et des résistants par la presse clandestine. La demande en révision est instruite conformément à la présente disposition. En cas de rejet de la demande, la décision est motivée.
Art. 3. L'article 2, § 1er, de la loi du 26 janvier 1999 instaurant de nouvelles mesures en faveur des victimes de la guerre est complété par l'alinéa suivant :
