26 MARS 2005. - Arrêté royal réglant le financement de l'accueil en faveur des victimes de la traite des êtres humains en 2005

A tous, présents et à venir, Salut.
Vu la loi du 27 décembre 2004 contenant le Budget général des dépenses pour l'année budgétaire 2005;
Vu les lois sur la comptabilité de l'Etat, coordonnées le 17 juillet 1991, notamment l'article 55;
Vu la loi du 2 avril 1965 relative à la prise en charge des secours accordés par les centres publics d'aide sociale, notamment l'article 11, § 1 et § 2, modifié par la loi du 9 juillet 1971;
Considérant qu'il est nécessaire d'aider les personnes victimes de la traite des êtres humains auxquelles l'Office des Etrangers a accordé un permis de séjour temporaire;
Considérant qu'il est opportun que l'accueil de ces personnes soit organisé par des associations spécialisées;
Vu l'avis favorable de l'Inspection des Finances donné le 26 janvier 2005;
Sur la proposition de Notre Ministre de l'Intégration sociale,
Nous avons arrêté et arrêtons :
Article 1er. Un montant global de 177.298 euro, à imputer à l'allocation de base 55.12.3326.43 du Budget général des dépenses pour 2005, est réservé pour l'accueil des victimes de la traite des êtres humains.
Ce montant est destiné à couvrir les frais d'accueil exposés pour des personnes victimes de la traite des êtres humains qui ont obtenu un permis de séjour temporaire pour rester à la disposition de la justice à ce titre. L'accueil peut avoir lieu dans ces maisons d'accueil mêmes, dans des familles d'accueil ou dans des lieux tenus secrets pour des raisons de sécurité.
Le montant susmentionné est attribué sous toutes réserves uniquement si le centre d'accueil « Pag-Asa » revendique directement les frais et pour les centres d'accueil « Payoke » et « Sürya » via les centres publics d'aide sociale.
Art. 2. § 1. La liquidation de l'intervention de l'Etat prendra la forme de versements mensuels, sur présentation des pièces justificatives des dépenses qui doivent rester dans les limites de l'article 11, § 1er, de la loi du 2 avril 1965 relative à la prise en charge des secours accordés par les C.P.A.S. ainsi...
