The Permanent Representation of the Kingdom of Belgium to the United Nations presents its compliments to the Permanent Representation of the Republic of South Sudan to the United Nations and with a view to establish bilateral relations and closer cooperation, has the honour to express the wish of the Government of the Kingdom of Belgium to establish Diplomatic and Consular Relations with the Government of the Republic of South Sudan, based on the Vienna Convention of 18 April 1961 on Diplomatic Relations and the Vienna Convention of 24 April 1963 on Consular Relations.
The present Note together with the answer of the Government of the Republic of South Sudan will constitute an agreement on the establishment of Diplomatic and Consular Relations between the Government of the Republic of South Sudan and the Government of the Kingdom of Belgium, agreement that will take effect on the day the above-mentioned positive answer has been received.
The Permanent Representation of the Kingdom of Belgium to the United Nations avails itself of this opportunity to renew to the Permanent Representation of the Republic of South Sudan to the United Nations the assurances of its high consideration.

The Permanent Mission of the Republic of South Sudan to the United Nations presents its compliments to the Permanent Representation of the Kingdom of Belgium to the United Nations, and with reference to the esteemed Mission's Note Verbale dated on 1 August 2011, concerning establishment of bilateral relations and closer cooperation, and to establish Diplomatic and Consular Relations with the Government of the Republic of South Sudan, based on the Vienna Convention of 18 April 1961 on Diplomatic Relations and the Vienna Convention of 24 April 1963 on Consular Relations.
The Government of the Republic of South Sudan has the honor to confirm its consent and fully agree to the establishment of Diplomatic and Consular Relations with the Government of the Kingdom of BeIgium as of today 14 October 2011.
