Le sort des taxes compensatoires de l’exonération de l’épargne

Dans la foulée de ce qui précède, il convient de souligner que ces dernières années, le maintien de l’exonération d’impôt pour les dépôts d’épargne réglementée ne s’est pas fait sans mal.
Dans sa quête perpétuelle de nouveaux impôts, le gouvernement s’en est en effet pris aux établissements de crédit, dépositaires de l’épargne, plutôt que de s’attaquer de front aux épargnants et d’encourir en conséquence le risque de se mettre à dos une partie de son électorat.
Ainsi, les établissements de crédit ont dans un premier temps été assujettis à une taxe sur le patrimoine, dite « taxe annuelle d’abonnement », visée aux articles 161 et suivants du Code des droits de succession.
Cette taxe, due par la banque elle-même, est fixée à 0,08 % d’une quotité du montant total des dépôts d’épargne réglementée. Elle a été étendue aux organismes de placement collectif ainsi qu’aux entreprises d’assurance.
Par une loi du 22 juin 2012, il a dans un second temps été instauré aux articles 201/10 et suivants du Code des droits et taxes divers une taxe annuelle complémentaire de 0,05 %, également due sur une quotité du montant total des dépôts d’épargne réglementée.
Elle est assortie d’un coefficient de pondération qui diminue à mesure qu’augmentent les prêts octroyés par l’établissement de crédit concerné à l’économie réelle, de manière, selon le gouvernement, à encourager ce type de prêt.
Cette taxe annuelle complémentaire est une nouvelle fois à charge des établissements de crédit, mais elle n’a pas été encore étendue aux organismes de placement collectif ni aux entreprises d’assurance.
