  1. Objet

    Par application de l'article 47 de l'arrêté royal du 29 octobre 1971 (règlement organique) les emplois vacants suivants, auxquels est attaché le titre d'auditeur général des finances sont mis en compétition, à la date du 1er octobre 2007 :

  2. Réglementation applicable

    L'attribution de ces emplois est réglée par :

    - l'arrêté royal du 2 octobre 1937 portant le statut des agents de l'Etat;

    - l'arrêté royal du 7 août 1939 organisant l'évaluation et la carrière des agents de l'Etat;

    - l'arrêté royal du 29 octobre 1971 fixant le règlement organique du SPF Finances ainsi que les dispositions particulières y assurant l'exécution du statut des agents de l'Etat, tel que modifié par l'arrêté royal du 27 avril 2007;

    - l'arrêté royal du 4 août 2004 relatif à la carrière du niveau A des agents de l'Etat;

    - les lois sur l'emploi des langues en matière administrative, coordonnées le 18 juillet 1966, et l'arrêté royal du 8 mars 2001 fixant les conditions de délivrance des certificats de connaissances linguistiques prévus à l'article 53 des lois sur l'emploi des langues en matière administrative coordonnées le 18 juillet 1966;

    - l'arrêté royal du 19 décembre 2005 fixant les cadres linguistiques du SPF Finances.

    Les nominations sont attribuées dans les limites du plan de personnel 2007.

    Un comité administratif relève, sur base d'un dossier individuel, les mérites de tous les candidats et définit leur ancienneté de classe et de niveau. Ce dossier comprend par candidat : la candidature, la motivation, un rapport sur les compétences techniques et les aptitudes particulières, ainsi que des éléments du dossier personnel. Les aptitudes particulières exigées pour la fonction à attribuer sont évaluées en collaboration avec SELOR qui apportera une aide méthodologique en fournissant un questionnaire que chaque candidat sera invité à compléter. La procédure d'évaluation, ainsi que la façon dont il en sera tenu compte lors de l'examen des mérites de chaque candidat, est à consulter sur l'Intranet du SPF Finances sous la rubrique « liens et applications » du Service d'encadrement P&O.

    Le chef d'administration qui siège dans le comité administratif communique les données au Comité de Direction qui est le seul compétent pour classer les candidats et les proposer au Ministre. Chaque comité administratif est composé de manière bilingue. Il va de soi que les membres qui sont eux-mêmes candidats à un des emplois mis en compétition ne peuvent pas siéger dans ce comité.

  3. Conditions de nomination

    Tous les agents du Service public féédéral Finances nommés dans les classes A3 ou A4 peuvent se porter candidat pour les emplois auxquels est attaché le titre d'auditeur général des Finances.

    Toutes les conditions de nomination doivent être remplies à la date du 1er octobre 2007.

  4. Introduction des candidatures

    Les fonctionnaires qui désirent postuler feront usage du formulaire ci-annexé (annexe 1re).

    Afin de permettre aux candidats de mieux faire valoir leurs titres, les profils de fonction sont joints (annexe 2). Les candidats ont la possibilité de motiver leur candidature.

    Les candidatures doivent être introduites, par pli recommandé à la poste, à une des adresses suivantes selon l'administration dans laquelle un emploi est sollicité et dans un délai de 10 jours ouvrables qui commence à courir le premier jour ouvrable qui suit la publication de la mise en compétition au Moniteur belge (cachet de la poste faisant foi).
