Il résulte des alinéas 1er et 2, de l'article 11bis, des lois sur le Conseil d'État, coordonnées le 12 janvier 1973 que l'indemnité réparatrice ne peut intervenir que lorsqu'un arrêt a constaté une illégalité de l'acte attaqué et que cette illégalité est à l'origine d'un préjudice subi par le requérant. Tel n'est pas le cas dès lors que l'arrêt en cause n'a constaté aucune illégalité puisqu'il a déclaré la requête en annulation du requérant...
