La Commune requérante a adressé son recours certes au Gouvernement de la Région de Bruxelles-Capitale, mais à la direction " Conseils et Recours " qui est distincte du collège d'Urbanisme, lequel n'est pas, en tant que tel, un département de l'administration bruxelloise au même titre que cette direction. Partant du constat que le recours a été adressé à un destinataire qui n'était pas compétent pour l'instruire, l'autorité régionale a pu valablement décider que celui-ci n'a pas été régulièrement introduit.
