7 OKTOBER 2022. - Besluit van de Vlaamse Regering houdende de herverdeling van het provisioneel krediet ingeschreven onder begrotingsartikel CB0-1CBX2AC-PR van de uitgavenbegroting van de Vlaamse Gemeenschap voor het begrotingsjaar 2022
Rechtsgrond(en)
Dit besluit is gebaseerd op:
- het decreet van 29 maart 2019 houdende de Vlaamse Codex Overheidsfinanciën, artikel 21, artikel 22 en artikel 24
- het decreet van 23 december 2021 houdende de uitgavenbegroting van de Vlaamse Gemeenschap voor het begrotingsjaar 2022.
- het decreet van 8 juli 2022 houdende aanpassing van de uitgavenbegroting van de Vlaamse Gemeenschap voor begrotingsjaar 2022.
Vormvereiste(n)
De volgende vormvereisten zijn vervuld:
- De Inspectie van Financiën heeft zijn advies gegeven op 16 september 2022.
- De Vlaamse minister, bevoegd voor het budgettair beleid, heeft zijn akkoord gegeven op 3 oktober 2022.
Motivering
Dit besluit is gebaseerd op het volgende motief:
- het halen van de interne doelstellingen van de Vlaamse overheid inzake klimaat.
- het verhogen van de renovatie-ambitie Vlaamse Overheid tot jaarlijkse primaire energiebesparing van 2,5% zoals bepaald in het Vlaams Energie- en Klimaatplan.
Juridisch kader
Dit besluit sluit aan bij de volgende regelgeving:
- de Vlaamse Codex Overheidsfinanciën van 29 maart 2019;
- het Besluit Vlaamse Codex Overheidsfinanciën van 17 mei 2019.
Initiatiefnemer(s)
Dit besluit wordt voorgesteld door de Vlaamse minister van Justitie en Handhaving, Omgeving, Energie en Toerisme en de Vlaamse minister van Financiën en Begroting, Wonen en Onroerend Erfgoed.
